Like Wes said.
If they are stuck with their tires spinning then they should be in 1st gear 4-low and just let the tires turn as slowly as possible. Tell them not to give it gas and not to allow slack in the strap or cable.
The things you are trying to avoid are:
-creating a lot of slack and repeatedly snapping the vehicle on the end of the strap or cable. Not only is this hard on both vehicles, it gives the strap a chance to slide out of position, then slip off a hook when the slack comes out.
-having the stuck vehicle suddenly shoot forward out of control, possible hitting the towing rig.
-the stuck vehicle running over the tow strap, which can ruin it and/or tangle it around moving parts.
