Here are the things that my Samurai failed the first time:
Old windshield wipers (simply got some new ones)
Grounding problem caused rear lights to act funny
Slightly loose front driveshaft, all I had to do was remove it.
Front windshield defroster wasn't blowing
Oil seals were leaking oil into the brakes.
Rear brake was knocking due to loose spring
Crack in windshield (if it's small enough that it can be covered by a quarter, then it's OK)
Good Luck

I have paid 80 or 100 (can't remember) but the place did a pre-inspection and told me what I needed to fix. I fixed what they wanted me to and they re-inspected at no extra charge. I think that is a fair way of getting it done.
