if you put a weber carb on in place of the carter does that allow you to remove the air cleaner assembly and only have that little cleaner on top of the carb?

i was looking at some website about webers and noticed the air cleaner assembly removed from the engine.

Yes, it does.

BUT (and you knew there'd be one) there are some hoses and sensors connected to the air cleaner assembly that you'll have to deal with. The two big hoses are the pulse air feed lines. They need a supply of filtered air, so you'd want to strap a small breather filter onto each one. As for the other stuff, check out this article for info on what else is attached to the air cleaner:
